Former Mayor, City of East Point, Georgia

Biographical Sketch 

Former Mayor Patsy Jo Hilliard was inaugurated on January 5, 1993 as the first female Mayor of the City of East Point in the 104 year history of the  City.  Former Mayor Hilliard was the first female African-American Mayor elected in the Greater Atlanta Metropolitan Area.

During Patsy Jo Hilliard’s mayoral tenure, her management style was effective in building relationships, which allowed for a cooperative approach toward problem solving in city government.  She was well respected within her professional associations, which made it possible for her to travel extensively throughout the United States of America and other countries gaining information and sharing information to promote the governmental structure of the United States of America. 

Patsy Jo was one of six mayors from the USA who participated in the 4th Japanese USA Mayors Friendship Exchange Conference.  She has also traveled with twelve mayors from around the USA on a Mayors Mission to Senegal and Ghana, West Africa.  She also traveled with a small group of Mayors to Florence, Italy discussing cultural enrichment or citizens in their various cities.  In late November of 2004, she participated in a trade mission to Shanghai and Beijing, China, accompanied by a member of Newell Industries located in East Point, Georgia.  These opportunities made it possible for former Mayor  to bring a wealth of information and experience to her constituents.

Patsy Jo Hilliard is a graduate of San Francisco State University, with a Bachelor of Arts Degree in Interdisciplinary Social Sciences with a K-8th grade Teaching Credential.  She is a former Montessori Teacher and lecturer. 

Former Mayor Hilliard was married to the late Dr. Asa G. Hilliard III and is the mother of four children, two sons, Asa IV and Hakim, and  two daughters, Robi and Patricia.  She is the grandmother of seven 

“In The Know With Patsy Jo” is a Television Talk Show Hosted  on Atlanta Interfaith Broadcasters (AIB) which features guests whom Mrs. Hilliard has met over the years. 

At the beginning of Mayor Hilliard’s term in office, she realized that every city needs a Business Association.  She first organized The East Point Cooperative Economic Development Committee.  It represented most businesses in the city. She then recognized that this organization needed to move to another level.  With the assistance of  members of the cooperative economic development committee, the East Point Business Association was formed.  I will forever be indebted to the members who made  this dream a reality.
